New National Policy Aims to Professionalize and Revitalize India's Cooperative Sector
The Government of India has unveiled an ambitious blueprint to transform the nation's vast cooperative sector into a modern, professionally managed, and economically vibrant ecosystem. The new National Cooperation Policy 2025 charts a course for this transformation, centered on two groundbreaking pillars: the creation of a national apex institution for cooperative education and a comprehensive strategy to engage and empower the country's youth.

Professionalising the Sector with an Apex National Body
To ensure cooperatives can compete effectively in the modern economy, the policy proposes the establishment of a national-level apex organization. This institution will serve as an umbrella body, standardising cooperative education, training, and capacity-building across the country. It will create a pan-India network of affiliated training institutes, regulating everything from curriculum and admission norms to teacher recruitment, ensuring a consistent standard of high-quality education.
This apex body will also be responsible for developing "Centres of Excellence" to foster research and innovation in key cooperative sectors like agriculture, fisheries, and agro-processing, as well as in emerging fields such as renewable energy and rural tourism. The policy also mandates the strategic use of the existing Cooperative Education Fund to create accessible, multilingual academic content, bringing learning to the grassroots in local languages.
Focus on Youth-Led Growth
Perhaps the most forward-looking aspect of the policy is its strategic focus on engaging the next generation. It aims to inspire and equip rural and semi-urban youth to see cooperatives as a viable path for entrepreneurship. This will be achieved through district-level campaigns, workshops, and multimedia outreach that showcase cooperative success stories.
To build a skilled workforce, the policy recommends the introduction of cooperative-focused diploma and degree courses in universities and colleges. These programs, designed in consultation with industry federations, will cover specialized topics like cooperative law, governance, and business management, making graduates industry-ready.
Creating a Cooperative Jobs Ecosystem
A key initiative to support this youth-centric vision is the creation of a National Digital Cooperative Employment Exchange. This online platform, managed by the apex body, will act as a centralised hub, matching qualified job seekers with employment opportunities within the cooperative sector. This will streamline the hiring process and expand outreach to underrepresented communities.
The policy also calls for a national ecosystem for skill development, with a special emphasis on enhancing the digital and financial literacy of rural youth and women. To foster deeper academic engagement, the policy will also encourage research fellowships in critical areas like cooperative economics and governance reforms.
