India has stepped up its commitment to helping its neighbor recover from the devastation of Cyclone Ditwah. During the recent S Jaishankar Sri Lanka visit, the External Affairs Minister met with Prime Minister Harini Amarasuriya and President Anura Disanayake to finalize a significant support strategy. This diplomatic mission highlights the deep-rooted civilizational ties and India’s role as a reliable partner in times of crisis.

Financial Aid and Reconstruction Goals

Central to the discussions was a newly proposed $450 million aid package designed to fuel long-term recovery. This financial assistance is structured to ensure maximum impact, consisting of a $350 million concessional line of credit alongside $100 million in direct grants. The funds are earmarked for critical infrastructure, including the restoration of railways, roads, and bridges that were damaged by the storm. Additionally, a major portion of the aid will focus on rebuilding homes, schools, and healthcare facilities.

Transitioning from Relief to Recovery

While India acted quickly during the peak of the disaster under Operation Sagar Bandhu, the focus has now shifted from emergency relief to sustainable rebuilding. Minister Jaishankar noted that Prime Minister Narendra Modi personally directed Indian officials to align their efforts with Sri Lanka’s specific priorities.

Key highlights of the ongoing cooperation include:

  • Infrastructure: The joint inauguration of a 120-foot dual carriageway Bailey Bridge in the Kilinochchi District.
  • Logistics: The 110-tonne bridge was specialized equipment airlifted directly from India to restore connectivity in the Northern Province.
  • Supplies: Previous delivery of 1,100 tonnes of relief material and 14.5 tonnes of vital medical supplies.

This visit serves as a testament to India’s "Neighborhood First" policy. By focusing on essential services like health and education, the S Jaishankar Sri Lanka visit ensures that the most vulnerable populations affected by Cyclone Ditwah receive the support they need to rebuild their lives.
