Bhubaneswar, Sept 22: In view of the forecast of heavy rainfall and the possibility of flooding and waterlogging, the Odisha Housing and Urban Development Department has directed all Urban Local Bodies (ULBs) across the state to remain fully alert and undertake advance preparedness measures.
The department has asked ULBs, particularly those in the southern districts, to maintain close surveillance over vulnerable and waterlogging-prone areas and take necessary preventive measures to ensure public safety and minimise disruption to normal life.
Rapid Action Teams to Remain Ready
Municipal Corporation Commissioners and Executive Officers of urban local bodies have been instructed to keep Rapid Action Teams (RATs) ready for immediate deployment whenever required.
Authorities have been asked to identify low-lying and waterlogging-prone areas and take preventive measures in advance while maintaining continuous monitoring of such locations.
The department has also directed ULBs to keep MPCS and other temporary shelters ready for use in case of an emergency. Arrangements should be made for the timely evacuation of residents from vulnerable low-lying areas to safer locations whenever necessary.
De-watering pumps, equipment to be mobilised
To deal with waterlogging and flooding, ULBs have been instructed to keep de-watering pumps, essential machinery, equipment and adequate manpower ready for immediate deployment.
Emphasis has also been placed on field-level preparedness, effective coordination among response teams and the rapid mobilisation of resources so that timely intervention can be undertaken during emergencies.
Strict compliance with disaster management guidelines
All municipal authorities have been directed to strictly follow the Standard Operating Procedures (SOPs) and guidelines issued by the Special Relief Commissioner and the Housing and Urban Development Department.
ULBs have also been asked to maintain close coordination with the respective district administrations and other concerned departments and remain fully prepared to respond immediately to any emergency arising from the adverse weather conditions.
