Odisha introduces one-time settlement policy to clear unpaid E-Challan fines

Bhubaneswar, Dec 3: The Odisha government is launching a One-Time Settlement (OTS) policy to help vehicle owners clear outstanding e-challan fines. Transport Minister Bibhuti Bhusan Jena shared the details of this initiative, which targets unpaid fines totaling Rs 1215 crore from 29,77,718 e-challans issued between 2020 and 2024.
Under the new policy, vehicle owners will be able to pay reduced fines, offering relief to those burdened by large penalty amounts. This scheme is designed to clear the accumulated dues within a set period. However, after the settlement, the government plans to enforce stricter traffic regulations and take legal action against violators to ensure future compliance.
While many view the policy as a practical solution, road safety activists have raised concerns about the high penalties and the lack of consistent enforcement. Local residents have also expressed dissatisfaction, claiming that fines can sometimes seem arbitrary. Despite these criticisms, Minister Jena defended the policy, stating that it would streamline the process of clearing outstanding fines while promoting safer roads in the state.
The OTS policy is seen as a step towards balancing effective traffic rule enforcement with public welfare, offering an opportunity for people to settle their fines while ensuring stricter compliance moving forward. The government hopes this initiative will improve road safety and help create a better traffic environment in Odisha.
