Odisha coast set for ₹50,000 Cr Maritime Investment Boom

Bhubaneswar, Oct 8: Odisha’s eastern coastline is emerging as a major maritime investment hub, with more than ₹50,000 crore worth of investments in the pipeline for port expansion, new port development and shipbuilding infrastructure.

The proposed investments are expected to strengthen Odisha’s maritime and logistics ecosystem while creating new opportunities in port-led industrial development, shipbuilding and green energy.

Major investment projects in pipeline

A major share of the proposed investment is linked to the expansion of Paradip Port, the development of the proposed Bahuda Port in Ganjam district and a shipbuilding cluster in Kendrapara district.

The projects are expected to transform Odisha’s coastline into a multi-purpose maritime and logistics hub, connecting port infrastructure with emerging industrial and clean-energy activities.

₹3,005 Crore Deep-Draft Western Dock at Paradip

For Paradip Port, an investment of around ₹3,005 crore has been earmarked for a Deep-Draft Western Dock.

The project is expected to add an additional 25 million tonnes of annual handling capacity, further strengthening Paradip’s position as a major cargo-handling hub.

Paradip has also been identified as a green hydrogen hub, with infrastructure being developed for green hydrogen, green ammonia and related products.

The Centre has sanctioned around ₹797.17 crore for a dedicated jetty and associated facilities for handling green hydrogen, ammonia and other liquid cargo.

₹24,700 Crore Shipbuilding Cluster in Kendrapara

A major proposed investment is also planned in the Mahanadi region of Kendrapara district, where a shipbuilding cluster is being proposed with an estimated investment of around ₹24,700 crore.

The National Ship-Building and Heavy Industries Park Odisha Limited has reportedly received approval for the project.

The proposed cluster is expected to create a dedicated ecosystem for shipbuilding and heavy industries, adding a new dimension to Odisha’s maritime industrial capabilities.

₹21,500 Cr Bahuda Port in Ganjam

Another major project is the proposed Bahuda Port in Ganjam district.

A joint venture formed for the development of the port has received approval, with the facility planned as a satellite port.

The project is expected to attract an investment of around ₹21,500 crore, further expanding Odisha’s port infrastructure along its southern coastline.

Paradip eyes next phase of growth

According to Paradip Port Authority Chairman Sushanta Kumar Purohit, the port’s Mega Port status reflects the scale of its achievements and its growing role in the maritime sector.

He said the focus is on expanding the port’s economic value through strong logistics, modern maritime infrastructure, clean energy, industrial development and new maritime capacities.

Officials believe the new investment cycle will provide the infrastructure required for the next phase of growth and support the development of industries linked to the maritime economy.

With large-scale investments planned across Paradip, Ganjam and Kendrapara, Odisha is positioning its coastline not merely as a network of ports but as a broader maritime, logistics, energy and industrial investment corridor.
