Bhubaneswar, November 6: The Office of the Controller of Communication Accounts (CCA), Odisha Telecom Circle, has successfully completed the Pre-Campaign Preparation Phase of the nationwide Digital Life Certificate (DLC) Campaign 5.0 for Telecom and BSNL pensioners across Odisha under the aegis of the Department of Pension and Pensioners’ Welfare (DoPPW).
The initiative aims to promote ease of living among pensioners by ensuring convenient, accessible and technology-driven facilities for submission of Digital Life Certificates (DLCs).

As part of the preparatory phase, extensive outreach camps were organised across five districts of Odisha during September and October 2026. The camps were conducted in Cuttack on September 18 and October 16, Balasore on September 23, Rourkela on October 5, Sambalpur on October 6 and 7, and Berhampur on October 14.
A major highlight of the campaign was hands-on digital training for elderly pensioners and their family members. Officers demonstrated the Face Authentication facility available through the Jeevan Pramaan mobile application, enabling pensioners to generate and submit their Digital Life Certificates independently from their homes without having to visit government offices.
Special arrangements were also made for super senior citizens and bedridden pensioners, with officials visiting their residences to generate Digital Life Certificates at their doorsteps.
Besides DLC generation, the outreach camps provided a range of pension-related services, including redressal of pensioners' grievances, updation of Know Your Pensioner (KYP) details, issuance of Pensioner Identity Cards, and assistance in using digital facilities for submission of life certificates.
To ensure maximum participation, the camp schedules and campaign details were widely publicised through newspaper advertisements, pensioners' associations, telephone calls, SMS, official social media platforms and dedicated WhatsApp groups.
The coordinated outreach and awareness initiatives yielded encouraging results, with more than 450 Digital Life Certificates successfully generated through Face Authentication Technology during the Pre-Campaign Preparation Phase.
To further facilitate pensioners who are unable to attend outreach camps, the Office of the CCA, Odisha, also operates a permanent Jeevan Pramaan Kendra at Telephone Bhawan, Cherua Para, Sambalpur. The Jeevan Pramaan Kendra of the Office of the CCA, Odisha, at Bhubaneswar also provides Digital Life Certificate submission facilities on all working days throughout the year.
