Bhubaneswar, July 8: Revenue and Disaster Management Minister Suresh Pujari on Tuesday directed officials to commence the construction work for 10-storey new Revenue Bhawan near Kalpana Square at the earliest. He directed that the construction of the Revenue Bhawan must be completed within the next two years.

The Minister chaired a detailed review meeting on the building's design and facilities at the Lok Seva Bhawan here.

The proposed ten-storey building will house all modern amenities, including the Board of Revenue Camp Court and courtrooms for officers adjudicating various revenue cases. It will also include an auditorium for departmental meetings and conferences, along with other essential support facilities. The Minister directed that the construction of the Revenue Bhawan be completed within the next two years.

The meeting also discussed in detail the construction of a new auditorium complex at the Revenue Officers' Training Institute (ROTI) and a new Special Circuit House in Bhubaneswar.

During the meeting, the proposed architectural designs were presented by the Odisha Bridge & Construction Corporation (OBCC) and the Works Department. Reviewing the proposals, the Minister observed that strengthening the infrastructure of the Revenue & Disaster Management Department would mark a significant step towards ensuring efficient governance and improving public service delivery in the State.

The meeting was informed that construction of the new Revenue Bhawan near Kalpana Square in Bhubaneswar is expected to commence shortly. A detailed review of the building's design and facilities was undertaken. The proposed ten-storey building will house all modern amenities, including the Board of Revenue Camp Court and courtrooms for officers adjudicating various revenue cases. It will also include an auditorium for departmental meetings and conferences, along with other essential support facilities.

The Minister also reviewed the detailed plan for the proposed Disaster Management Bhawan and directed that its foundation stone be laid in August this year. The building will accommodate, on different floors, the offices of the Special Relief Commissioner (SRC), the Odisha State Disaster Management Authority (OSDMA), the State Emergency Operations Centre (SEOC), ODRAF and other disaster management-related establishments.

The proposed Disaster Management Bhawan will be a green, environmentally sustainable and disaster-resilient structure, incorporating earthquake-resistant features. A dedicated Media Centre equipped with modern facilities will also be established to facilitate journalists in disseminating timely information during disaster situations. Space will additionally be provided for departments and agencies associated with disaster management, including the Energy Department, Works Department, National Disaster Management Authority (NDMA), National Disaster Response Force (NDRF), as well as other national and international organisations.

The building will feature a control room equipped with advanced technological systems for early warning and emergency response. The Hon'ble Minister directed that the project be completed within eighteen months, stating that housing all key disaster management institutions under one roof would ensure better coordination and more effective disaster response.

The meeting also reviewed the proposed infrastructure development at the Revenue Officers' Training Institute (ROTI), Gothapatna, where an international-standard auditorium complex, a new administrative building, a digital library, a GIS laboratory and other modern facilities will be developed.

Further, while reviewing the proposal for the new Special Circuit House in Bhubaneswar, the Hon'ble Minister directed the authorities to identify a suitable site immediately and initiate the project without delay.

The meeting was attended by Dr. Arabinda Padhee, Additional Chief Secretary, Revenue & Disaster Management Department; Rajesh Prabhakar Patil, Special Relief Commissioner; senior officers of the Revenue & Disaster Management Department and officials of the OBCC and the Works Department.
