Delhi, August 18: Appointment of a full-time DGP in Odisha is yet delayed as the hearing of the case in this connection, has been yet delayed.
The PIL filed by a RTI activist and represented by counsel P Chidambaram, is listed for further hearing on September 02, said sources.
Meanwhile, the Odisha government on Tuesday submitted its stand before the Supreme Court pleading of not breaching the standing guidelines laid down by the Supreme Court relating appointment of the state Chief of Cops.
The PIL has alleged that the Odisha government’s DGP selection process does not comply with the Supreme Court’s guidelines laid down in its landmark 2006 judgment in the Prakash Singh case.Senior advocate P. Chidambaram, appearing for the petitioner, argued that the state government bypassed the court-mandated procedure for selecting the DGP.
The petition also raised objections to the inclusion of allegedly 'ineligible officers' in the selection panel, claiming that their inclusion was intended to circumvent the Supreme Court’s directions.
Earlier, while hearing the PIL on August 13, the Supreme Court had put the DGP selection process on hold till fresh directions in this connection.
The apex court had also directed that the Union Public Service Commission (UPSC) should not take any decision regarding the appointment of Odisha’s next DGP until further order.
Acting on it, the UPSC empowered committee hold recommending three befitting finalists’ names to the Odisha government.
On the other hand, the Odisha government assigned senior IPS Officer Vinaytosh Mishra, DG CID Crime Branch as DGP (In-Charge) following the outgoing incumbent YB Khurania’s superannuation on August 16.
