Bhubaneswar, Aug 29: Odisha Chief Minister Mohan Charan Majhi on Saturday laid out a 10-point roadmap for the state police, focusing on smart policing, stronger investigations, higher conviction rates, cyber security and a zero-tolerance approach towards crime and extortion.

Addressing the state-level DGP and IGP conference at the Odisha Police Bhawan, Majhi reviewed law and order, internal security, cybercrime and the future policing framework.

He assured the police department of necessary resources, funding and administrative support to implement reforms effectively.

The Chief Minister directed senior police officers to work towards raising the conviction rate in crimes against women to at least 75 per cent, noting that it has now crossed 40 per cent, according to NCRB data.

He stressed the need for professional and technology-driven investigations to improve the quality of prosecutions.

Among his key directives were a zero-tolerance policy towards crime, strengthening intelligence networks, modernising police stations, improving police-public relations, combating drug trafficking, strengthening coastal security, tackling cybercrime and the dark web, and ensuring corruption-free policing.

Majhi placed particular emphasis on the treatment of citizens at police stations. He said every complainant approaching a police station should be treated as a victim and dealt with sensitivity, dignity and empathy.

He stressed that criminals should fear the police, while innocent citizens should not.

The government has set a target of making Odisha completely drug-free by 2029. The Chief Minister instructed the police to go beyond seizures and arrests and dismantle the supply chains and financial syndicates operating behind the illegal drug trade.

Coastal security also featured prominently in the meeting. Majhi reviewed measures to secure Odisha's 575-km coastline, including the Command and Control Centre in Bhubaneswar, deployment of drones, procurement of trawlers and modern interceptor boats, and beach patrolling using All-Terrain Vehicles. Special Police Officers and ex-servicemen have also been deployed for maritime security.

On cybercrime, the Chief Minister called for greater public awareness, modern digital surveillance and enhanced monitoring of the dark web.

He also stressed strengthening intelligence through NATGRID and CCTNS. A Rs 50-crore special investigation fund, along with necessary equipment, has been provided to strengthen investigations and modernise police stations.

Majhi also directed strict action against illegal extortion and forced collection of donations, particularly ahead of the festive season. He called for a dedicated and corruption-free police force committed to serving and protecting citizens.

Chief Secretary Anu Garg praised the police force for its service and congratulated it on receiving the President's Colour Award. DGP in-charge Binaytosh Mishra assured that the force would strengthen cyber security, intensify anti-drug operations and increase patrolling in sensitive areas.
