Several key transfers in BSE Odisha amid OTET paper leak scandal

Amulya Kumar Padhan, an Officer of the Odisha Education Service (OES) (SB) (Group A), has been transferred from his position as RDE in Sambalpur to serve as Vice-President of the Board of Secondary Education (BSE) Odisha, Cuttack

Bhubaneswar, Aug 15: Amulya Kumar Padhan, an Officer of the Odisha Education Service (OES) (SB) (Group A), has been transferred from his position as RDE in Sambalpur to serve as Vice-President of the Board of Secondary Education (BSE) Odisha, Cuttack. The transfer, announced on Thursday, comes under Foreign Service terms and conditions, as confirmed by a notification from the School and Mass Education (S&ME) Department.

 

In a related move, Chakradhar Behera, an OES (SB) (Group A) (Senior) UoT, currently serving as ADEO in Nabarangpur, has been appointed as the Deputy Controller at BSE Odisha, Cuttack. Behera has also been tasked with temporarily holding the charge of Controller at BSE Odisha until further orders, under Foreign Service terms. The notification further mentioned the cancellation of his previous posting, as per S&ME Department Notification No. 10109/SME dated 07.04.2025.

 

Meanwhile, Amrita Pritinanda, OES (SB) (Group A) (ST) and the current Controller of Examination at BSE Odisha, has been transferred to the position of Joint Director at the State Institute for Languages and Teachers' Training (SILTT) in Bhubaneswar, under Foreign Service terms and conditions.

 

Additionally, the S&ME Department also canceled the additional charge of Govinda Chandra Hembram, Headmaster of Government High School, Chandrasekharpur, Phase-I, Bhubaneswar, as Assistant Director of SILTT. This change was officially communicated through Notification No. 15307/SME dated 04.06.2025.

 

These administrative changes come in the wake of a significant scandal involving the Odisha Teacher Eligibility Test (OTET) question paper leak. On August 3, the Crime Branch arrested former BSE Vice-President Nihar Mohanty in connection with the case. Investigations have revealed that the question paper leak was facilitated by a data entry operator working with the examination board. Jitan Maharana, the prime accused, is said to have played a central role in the illegal activity.

 

Sources within the Crime Branch have confirmed that a financial link was established to the leak, with Rs 2.4 lakh transferred into Maharana’s bank account, further implicating the network behind the crime.
