Odisha govt moves to enhance protocols for defense personnel after police assault incident

Cuttack, Oct 08: The Odisha government on Tuesday informed the High Court that the home department is set to develop a standard operating procedure (SOP) for appropriate interactions with defense personnel at police stations. 

This announcement was made via an affidavit by senior IPS officer Dayal Gangwar, following a directive from the Orissa High Court to report on a recent incident at the Bharatpur police station in Bhubaneswar.

In early September, an army officer and his female companion faced alleged assault by police officers while attempting to file a complaint regarding a road rage incident at the Bharatpur station, sparking significant public outrage.

During the proceedings, the High Court raised concerns over the failure to comply with Supreme Court guidelines on the installation of CCTV cameras in police stations. In response, Gangwar assured the court that measures are underway to install CCTV systems in all police stations across the state, with completion anticipated within 15 days. 

He also noted that the state is developing two new Video Management Systems (VMS) to enable the Director General of Police and all 32 district police chiefs to monitor CCTV footage remotely.

The High Court expressed satisfaction with the government's response to the incident involving the army officer and scheduled a follow-up hearing for next month. In the meantime, the state government has launched a Judicial Commission of Inquiry into the matter, transferred the investigation to the Crime Branch, and suspended at least five police personnel implicated in the incident.
