The numbers on crimes against women in Odisha should deeply concern us—not merely because they are high, but be cause they point to a deeper question: how effectively are we preventing violence, supporting survivors and addressing the conditions that allow it to persist? Odisha ranked second among states in the rate of crimes against women in the 2024 NCRB report, recording 27,449 cases.

Equally concerning, the State recorded 7,299 cases of as sault on women with intent to outrage their modesty, the second-highest figure among states. According to the Odisha Government’s White Paper on Crime, rape cases increased by 8% in 2024, from 2,826 to 3,054. In 2025, 2,994 cases were reported, a marginal decline of 1.96%.This still translates to more than eight reported rape cases every day.
These figures underline the need to address gender bias, unequal power relations, harmful stereotypes and social norms that tolerate violence. Families, educational institutions and workplaces must promote equality, consent and healthy relationships while challenging victim-blaming and controlling behaviour.

Men and boys must be active participants in changing harmful notions of masculinity. Alongside stronger gender-sensitive policing, investigation, forensic capacity, survivor sup port and speedy trials, local governments must ensure safer public spaces, transport and light ing. Ultimately, progress should be measured not only by cases registered or convictions se cured, but by whether fewer women experience violence.
