What is Brigade 313?

Founded in the mid-2000s under the leadership of Ilyas Kashmiri, a former Pakistani commando who turned to jihad, Brigade 313 was conceived as Al-Qaeda’s primary strike force within Pakistan. Its name carries potent Islamic symbolism, referencing the 313 soldiers who fought alongside Prophet Muhammad in the historic Battle of Badr. In the context of the terror group, this name is used to create a mythologized narrative, lending a veneer of religious legitimacy to inspire and justify violence.

Operational Modus Operandi: The "White-Label" Terror Group

During this period, it also facilitated Al-Qaeda's operations across Afghanistan and in Kashmir.

After Kashmiri was reportedly killed in a US drone strike in 2011, Brigade 313 did not dissolve. Instead, it restructured itself under the umbrella of AQIS (Al-Qaeda in the Indian Subcontinent). Its strategy evolved towards outsourcing attacks to "rebranded" groups, such as The Resistance Front (TRF) and the People's Anti-Fascist Front (PAFF), which have been active in Kashmir. In more recent years, it has reportedly assisted Al-Qaeda-linked networks in embedding operatives within Pakistan’s tribal regions to execute "sleeper cell" style operations targeting both India and Afghanistan.

The Strategic Value to Pakistan

The existence and protection of a group like Brigade 313 aligns perfectly with Pakistan's long-standing security doctrine of maintaining "strategic depth" through the use of proxy forces. For decades, this strategy has been evident in the sheltering of figures like Osama bin Laden and the use of groups like LeT and JeM to wage a proxy war against India.

Brigade 313 represents the ideal "ghost unit" within this playbook. It is a highly capable and deniable asset that carries out strategic objectives without leaving a direct paper trail that could link back to state sponsorship in Rawalpindi. It allows the state to simultaneously project itself as a victim of terrorism on the global stage while allegedly using outfits like Brigade 313 as instruments of state policy.

Protected by official denials and intelligence cover, these groups highlight a long-standing system where a nuclear-armed state uses terror proxies to advance its geopolitical goals.
