
New Delhi, Oct 15: The Supreme Court on Wednesday relaxed the existing restrictions on firecrackers in the Delhi-National Capital Region (NCR) ahead of Diwali, permitting the sale and use of green firecrackers between October 18 and October 21.
A bench comprising Chief Justice of India B.R. Gavai and Justice K. Vinod Chandra stated that firecrackers could be burst only during two time slots — from 6 to 7 am and from 8 to 10 pm.
Emphasizing the need for a “balanced approach,” the bench said the decision aimed to allow festive celebrations while minimizing environmental harm.
“We have to take a balanced approach, permitting the bursting of green firecrackers in moderation without compromising the environment,” the bench observed.
The court noted that illegal smuggling of conventional firecrackers into Delhi-NCR had worsened pollution levels, prompting the decision to allow only certified green firecrackers.
As a temporary measure, the Supreme Court directed the police to form patrolling teams to ensure that only authorized products with valid QR codes are sold. It further ordered that no firecrackers from outside the region be brought into Delhi-NCR.
The bench warned that licences would be suspended if fake or non-approved firecrackers were found.
The apex court also instructed the Central Pollution Control Board (CPCB) and respective state boards to monitor air and water quality from October 14 to 21 and submit a report on the impact of fireworks during the festive period.
Reacting to the ruling, Delhi Chief Minister Rekha Gupta welcomed the Supreme Court’s decision, calling it a “balanced and considerate” move that respects both cultural traditions and environmental concerns.
In a post on X, she wrote in Hindi that the Delhi government is grateful to the Supreme Court for allowing the use of green firecrackers in response to the government’s special request.
“This decision honours the sentiments and festive spirit of the people on the auspicious occasion of Diwali, while also reflecting a balanced approach towards environmental protection. The Delhi government remains committed to a clean and green Delhi while ensuring that the festive joy continues,” she added.
