Bhubaneswar, August 12: The State Cabinet headed by Chief Minister Mohan Charan Majhi on Wednesday approved the acceptance of single bid submitted by TCS Ltd. amounting to Rs 1,22,60,25,436 (excluding taxes) for implementation of OSWAS 3.0.

Odisha Secretariat Workflow Automation System (OSWAS), the flagship project of Odisha Government, has enabled timely and informed decision-making thereby reducing procedural and administrative delays, and establishing a governance framework that is efficient, transparent, accountable, and responsive.

The system has been extended upto the Block & Tehsil level offices, advancing the State's agenda of end-to-end digital file processing and institutionalization of paperless office operations.

As part of the State Government's initiative to make all major offices paperless, the implementation of OSWAS 2.0 expanded significantly during 2025-26, extending its coverage to block-level offices. During the year, the number of offices and users increased by 638% and 247% respectively.

M/s TCS was the system developer for this project. After expiry of contract with M/s TCS Ltd and looking at the importance of the OSVVAS project, State Government decided to develop a next-generation OSWAS platform, re-engineered on a modern microservices-based architecture and augmented with advanced Artificial Intelligence capabilities, with the objective of enhancing system scalability, security, interoperability, and overall effectiveness in governance delivery.

To select new system developer for OSVVAS 3.0 project, tender was floated through eNivida Portal as per the procurement guidelines. The tender was a single response bid submitted by M/s TCS ltd. After evaluation of the bid as per OGFR guidelines and subsequent negotiation, M/s TCS agreed to the negotiated price of Rs 1,22,60,25,436.00 (excluding taxes) for implementation of OSVVAS 3.0 with support of five years.

As per delegation of financial powers, the proposal has been placed before the Cabinet for consideration today and it was approved.

Today, the Government of Odisha, in its Cabinet Meeting, has approved the acceptance of single bid submitted by M/s TCS Ltd. amounting to 1,22,60,25,436.00 (excluding taxes) for implementation of OSVVAS 3.0.
