Bhubaneswar, Sep 7: In a move aimed at ensuring transparency, accountability and efficient management of Shree Jagannath Temple (SJT) lands, the Odisha Cabinet today approved the Shree Jagannath Temple Land Management Rules, 2026.
Framed under the provisions of the Shree Jagannath Temple Act, 1955, the new rules replace the Uniform Policy, 2003 and the Amended Uniform Policy, 2019.
The newly approved rules introduce a fully online, portal-based system for receiving, verifying and disposing of applications related to the settlement of SJT lands.
A District Level Land Sub-Committee (DLSC), headed by the Collector, and a Shree Jagannath Mahaprabhu Bhumi Sanchalan Committee (SJMBSC) at the district level will scrutinise and verify applications. The Shree Jagannath Temple Managing Committee (SJTMC) will issue No Objection Certificates (NOCs) for all settlements, ensuring institutional oversight.
To bring greater transparency in land valuation, the rules prescribe that land prices will be determined based on either the Benchmark Value (BMV) or the Average Land Sale Statistics (ALSS), whichever is higher. The norms apply to all categories of beneficiaries, including sevakas, mathas, non-sevakas and others.
Commercial land measuring up to 0.250 decimal will be valued at four times the BMV or ALSS, whichever is higher. Special concessions have also been provided for Bijesthali of Mathas engaged in seva puja with continuous possession for more than 30 years.
A key feature of the new framework is the introduction of GIS-based digital mapping and inventory of all Shree Jagannath Temple lands. The digital database will be maintained through a publicly accessible online dashboard integrated with the Revenue and Disaster Management Department's Bhulekh/BhuNaksha portal, enabling real-time updates. The initiative is expected to help prevent encroachments, detect unauthorised occupation, monitor litigation and safeguard temple properties.
The rules also incorporate stringent safeguards against fraudulent settlements. Any land settlement obtained through fraud, misrepresentation or forged documents will be liable for cancellation by the SJTMC, while civil and criminal proceedings may also be initiated against offenders. Additionally, a high-level Appeal Committee, headed by the Principal Secretary to the Government, Law Department, has been constituted to hear grievances from affected parties.
