
Bhubaneswar, Sep 10: The Odisha Cabinet has granted in-principle approval to the “New City Development” scheme, aiming to establish a modern, inclusive urban hub within the Bhubaneswar Development Plan Area (BDPA).
The proposed city will span around 800 acres across the mouzas of Gothapatna, Malipada, and Daspur, and is envisioned as a key multi-economic growth zone aligned with the state’s long-term vision, “Viksit Odisha 2026.”
Planned as a transit-oriented development, the new city will emphasize efficient public transport, reduced commute times, and seamless connectivity across diverse land uses. A key component is “Housing for All,” offering varied housing options for all income groups based on affordability and need.

The project will also feature smart and green infrastructure solutions to promote climate resilience, environmental sustainability, and quality of life.
The Bhubaneswar Development Authority (BDA) will serve as the nodal agency for the project, which is currently in the planning and early execution stages.
A major step forward occurred on January 17, 2025, when BDA signed an MoU with Surbana Jurong Infrastructure Private Ltd (SJI) of Singapore, in the presence of the President of Singapore and the Chief Minister of Odisha. SJI will provide consultancy for the master plan and advisory services for developing urban infrastructure in this Greenfield township.
The total estimated investment over the next 15 years is projected at ₹8,179 crore, sourced through a mix of public and private funding. For the first phase (2025–26 to 2029–30), the state government has proposed an initial budget allocation of ₹1,342 crore, earmarked for land acquisition, road development, core utilities, public amenities, and administrative support.
