Bhubaneswar, December 9: The Winter Session of the Odisha Legislative Assembly was adjourned sine die on Tuesday, wrapping up after just 11 working days, significantly shorter than the originally planned 29 days.
Speaker Surama Padhy announced a motion moved by Government Chief Whip Saroj Kumar Pradhan, who stated that no major official business remained, leading to the session's early conclusion. The Assembly was initially scheduled to run until December 31, with 29 working days.
The session, which commenced on November 27, witnessed a historic moment when President Droupadi Murmu addressed the House, marking the first time a sitting President of India has addressed the Odisha Legislative Assembly. The occasion was widely celebrated as a significant milestone in the state's legislative history.
On November 28, the state government presented a Supplementary Budget of ₹17,440 crore for the financial year 2025–26. The proposal allocated ₹13,716 crore for program expenditure, ₹3,389 crore for administrative costs, ₹171 crore for disaster response, and ₹164 crore in state transfers. The Appropriation Bill for this supplementary budget was passed through a voice vote after a detailed debate on Monday.
In addition to the Odisha Appropriation Bill, the Assembly passed six other important Bills, including provisions for higher pensions for former legislators and adjustments to the salaries of the Speaker, Deputy Speaker, ministers, and MLAs.
Chief Minister Mohan Charan Majhi, Deputy Leader of the Opposition Prasanna Acharya, and Congress Legislature Party leader Rama Chandra Kadam expressed their gratitude to all members for ensuring the smooth conduct of the session.
