Bhubaneswar, December 24: The Odisha State Cabinet has approved the introduction of the Odisha State Public Universities (Reservation in Teachers’ Cadre) Ordinance, 2025.

This ordinance aims to create a standardized reservation system for the direct recruitment of teachers in all state public universities in Odisha.

Key highlights of the ordinance include:

  • University as a Single Unit: Each university will be treated as a single entity for implementing reservation, replacing the current department-based system.
  • Post-Based Roster: A post-based roster will be maintained for each cadre to ensure a consistent and transparent application of reservation policies.
  • Improved Representation: The move is expected to enhance the representation of SC, ST, SEBC, and other eligible groups in faculty recruitment.
  • Streamlined Processes: Administrative procedures will be simplified and aligned with national standards.
