Police Probe Misuse Of RTI Law For Illegal Gains

In a significant move to protect the integrity of the Right to Information Act, the Odisha Information Commission has officially called for a police investigation into a frequent RTI applicant. The individual in question, Tankadhar Sahu from the Balangir district, is accused of using the transparency law to extort money from government officials.

The controversy erupted after a video clip surfaced, allegedly showing Sahu demanding illegal payments from Public Information Officers (PIOs) in exchange for withdrawing his filed complaints. A subsequent review of records by the Commission revealed that the applicant had submitted hundreds of RTI requests across various departments. Many of these cases are currently pending adjudication.

Evidence suggests a disturbing pattern of behavior. While camping in Bhubaneswar, Sahu reportedly targeted PIOs and First Appellate Authorities who were attending scheduled hearings. His alleged strategy involved seeking multiple adjournments during the hearing process to create pressure, eventually withdrawing the case once a bribe was secured.

Faced with these serious allegations, a Full Bench of the Odisha Information Commission met to discuss the situation. The Registrar has now written to the Director General of Police, Odisha, seeking a comprehensive enquiry. To ensure a fair process, the Commission has directed that all active cases filed by Sahu be placed on hold until the police conclude their investigation.

Furthermore, the Commission has issued a directive to all government departments to identify any other potential instances where RTI provisions might have been exploited for personal gain. Through this action, the Odisha Information Commission reaffirms its dedication to maintaining transparency while warning that any misuse of the legal framework for extortion will not be tolerated.
