New Delhi, August 4: The Registration of Births and Deaths (Amendment) Bill, 2026, was introduced in the Rajya Sabha on Tuesday for discussion and passage after receiving approval from the Lok Sabha on July 31.

Union Minister of State for Home Affairs Nityanand Rai moved the Bill in the Upper House amid sloganeering by Opposition members. The proposed legislation seeks to tighten rules governing delayed registration of births and deaths while encouraging timely reporting of such events.

Under the proposed amendments to the Registration of Births and Deaths Act, 1969, last amended in 2023, cases where birth or death information is reported after one year but within two years of the event will require approval from a District Magistrate, Sub-Divisional Magistrate, or an Executive Magistrate authorised by the District Magistrate, following verification of the facts.

For registrations delayed by more than two years, the Bill mandates that approval be obtained from a Judicial Magistrate of the First Class after verifying the authenticity of the information before the event can be officially recorded.

The Bill was cleared by the Lok Sabha on July 31 through a voice vote despite protests and sloganeering by Opposition MPs.

Earlier in the day, proceedings in the Rajya Sabha were adjourned twice due to Opposition protests targeting Union Home Minister Amit Shah. Congress President and Leader of Opposition in the Rajya Sabha Mallikarjun Kharge demanded a government statement on the alleged theft of donations at the Ram Mandir in Ayodhya and the police action against students during CJP-led protests.

Meanwhile, the Lok Sabha passed the Appropriation (No. 3) Bill, 2026, which authorises the withdrawal of funds from the Consolidated Fund of India to cover excess expenditure incurred on certain services during the financial year ending March 31, 2023. Following the passage of the Bill, the House was adjourned until 11 a.m. on August 5.
