Odisha Cabinet Clears ₹949.35 Crore Jaydev Vihar–Nandankanan Flyover Project in Bhubaneswar

Bhubaneswar, July 1: The Odisha Cabinet on Wednesday approved a major infrastructure project worth ₹949.35 crore for the construction of the Jaydev Vihar–Nandankanan Road corridor in Bhubaneswar, aimed at easing traffic congestion and strengthening connectivity between Bhubaneswar and Cuttack.

The project will upgrade the 9.5-km stretch from Kalinga Stadium Gate No. 4 to Raghunathpur Bridge into an eight-lane urban corridor with multiple flyovers and modern traffic infrastructure. The Works Department has already granted administrative approval for the project.

Designed as a key arterial route, the corridor will improve connectivity between residential neighbourhoods, educational institutions, commercial centres and business hubs while supporting the city's long-term transportation and urban development plans.

Major Features of the Project

The project includes widening the existing six-lane road to aneight-lane carriageway, along with the construction of flyovers at major intersections, including Jaydev Vihar (Cable-Stayed Bridge), Kalinga Hospital Square, Damana Square and KIIT Square. Development at Kalarahanga Junction, a minor bridge, cross-drainage structures, improved drainage systems, service roads, slip roads, roundabouts and junction improvements are also part of the plan.

Other proposed facilities include pedestrian subways, underground parking, road beautification, modern lighting, road furniture, parking bays, traffic signage, road markings and enhanced safety infrastructure. Dedicated pedestrian facilities will also be created to improve accessibility.

Aims to Reduce Congestion and Improve Safety

The primary objective of the project is to create a safe, efficient and future-ready transport corridor capable of handling growing traffic volumes. The government expects the project to significantly reduce congestion on the Jaydev Vihar–Nandankanan stretch by introducing grade-separated junctions and eliminating traffic conflict points.

The upgraded corridor is also expected to reduce travel time to Baranga and Cuttack, improve road safety, enhance traffic capacity and support transit-oriented commercial development along the route.

Green Development and Long-Term Maintenance

The project includes extensive avenue plantation along the entire corridor, with maintenance provision for 10 years. A 10-year defect liability and maintenance period has also been incorporated to ensure long-term quality and sustainability.

Contract Awarded, Completion Target Set

The State Cabinet has approved the lowest turnkey bid submitted by M/s Dineshchandra R. Agrawal Infracon Pvt. Ltd.for₹579 crore (excluding GST)for execution of the project.

The construction is scheduled to be completed within 24 months, after which the upgraded corridor is expected to become one of the city's most important transport links, improving urban mobility and supporting Bhubaneswar's expanding infrastructure needs.
