Orissa High Court freezes Hockey India elections pending review

Orissa High Court officials have halted the upcoming executive committee elections for the national hockey governing body following a dispute over state membership status. Justice RK Pattanaik delivered the interim order on Friday, effectively freezing a recent show cause notice that attempted to downgrade the Hockey Association of Odisha from permanent to associate member status. Legal representatives for the state sports body successfully argued that the national committee lacked the authority to initiate these changes. Filing writ petition number 36939 of 2026, Senior Advocates P.K. Rath and R.P. Kar challenged the validity of both the October 7 reclassification notice and the broader election timetable approved during the 119th and 120th executive board meetings.

State government defends sports investments

Odisha Advocate General Pitambar Acharya and Additional Government Advocate B.P. Nayak presented crucial arguments questioning the legitimacy of the current national board. They noted that the tenure of the current executive committee officially expired on September 30, rendering their subsequent directives legally questionable. Furthermore, the legal team highlighted that efforts to relegate the state body violate ongoing alignment protocols under the National Sports Governance Act of 2025. This legislative transition requires structural compliance across district and state associations before implementing such membership downgrades. Defending regional interests, Acharya pointed out the substantial financial commitments and long-term sponsorship deals established by the state government, which remains a primary benefactor of the sport on the global stage.

Judicial review scheduled for December

Granting the requested interim relief, Justice Pattanaik observed the weight of the state's arguments. "Considering the plea of the petitioner and submissions of learned counsels for the respective parties, this Court, awaiting response of opposite party No.6, in particular, is inclined to stay the show cause notice issued vide Annexure-2 and the subsequent notice under Annexure-3 besides the election schedule i.e. Annexure-5 till the next date of hearing," the judge stated. Court officials have directed the Union of India and the national hockey federation to submit their responses within seven days via Speed Post. Final hearings and conclusive orders are currently scheduled for December 9.
