Govt proposes mandatory two helmets with every two-wheeler to boost road safety

New Delhi, June 28: In a bid to enhance road safety, the government has proposed a new rule that would require two-wheeler manufacturers to supply two helmets with every vehicle sold.

The Ministry of Road Transport and Highways has suggested amendments to the Central Motor Vehicle Rules, 1989, to implement this mandate. According to an official notification, the rule will become compulsory three months after the final version of the amended rules is published in the official gazette.

A draft notification issued on June 23, 2025, outlines the objective of the rule: to improve safety for both riders and pillion passengers. The notification states, “At the time of purchase of a two-wheeler, three months from the date of commencement of the Central Motor Vehicles (---- Amendment) Rules, 2025, the manufacturer shall supply two protective headgears conforming to specifications prescribed by the Bureau of Indian Standards.”

The helmets provided must meet quality standards set by the Bureau of Indian Standards (BIS). However, this requirement will not apply to individuals exempted under Section 129 of the Motor Vehicles Act.

In addition to the helmet provision, the government has proposed another safety regulation. Beginning January 1, 2026, all new L2 category two-wheelers—motorcycles and scooters with engine capacities over 50cc or top speeds above 50 km/h—must be equipped with Anti-lock Braking Systems (ABS). These systems must conform to Indian Standard IS14664:2010, aimed at improving braking control and reducing the risk of skidding during sudden stops.

The proposed amendments are open to public feedback. Citizens and stakeholders have 30 days from the publication date to submit their suggestions or objections. Inputs can be emailed to the Ministry at [email protected].
