Bhubaneswar, Nov 5: In view of Baliyatra festival being held on Kuakhai river bank Mancheswar, Bhubaneswar from 05.11.2025 to 12.11.2025, a large number of visitors and vehicles are expected to throng around this area.

To ensure better convenience, free flow of traffic and in the larger interest of public safety, by virtue of power conferred on me U/s- 28 of Odisha Urban Police Act, 2003 (Odisha Act 8 of 2007) and in pursuance of Regulation 36 of Bhubaneswar-Cuttack Police Commissionerate (Traffic and Public Order) Regulations, 2008, the following restrictions and parking arrangements are implemented on the above mentioned days from 2 PM to till the disposal of crowd.

Vehicles coming from Mancheswar gada towards Baliyatra Padia, Bhubaneswar shall be allowed to the designated parking place only. Those vehicles shall not be allowed to the Baliyatra ground. Vehicles coming from Barimunda village side shall not be allowed beyond the blocking point i.e. near Jaripatna village and those vehicles shall be parked at the designated parking place located near the Baliyatra ground and Jaripatna village ground.

Tourist vehicles coming from Nandankana side shall be diverted at Injana Canal Bridge towards Rasulgarh / Palasuni and those vehicles shall not be allowed towards Baliyatra ground.

 In view of anticipated heavy rush of visitor to Baliyatra, movement of heavy and commercial vehicles from Mancheswar gada to Nandankana on Kuakhia river road shall remain restricted, during peak hours to ensure smooth traffic flow and pedestrian safety.

However, uninterrupted passage shall be provided to emergency vehicles such as Ambulance, Fire Brigade, Police and utility service vehicles. Traffic personnel deployed at key junctions will ensure priority clearance for such movements. This order is passed in the larger interest of Public Safety and violation of the instant order is an offence punishable U/s96 of Odisha Urban Police Act-2003.
