Cuttack Bali Yatra plot auction begins; traders raise concerns over price hike & arrangements

Cuttack, Nov 3: The plot auction process for the historic Cuttack Bali Yatra has begun, with traders expressing dissatisfaction over the arrangements and a hike in the base price of plots.

The auction is being conducted through seven counters set up at Barabati Palace, the District Collector's office and the Sub-Collector's office. The process will continue until November 10.

On the first day, several traders raised concerns over the increase in the base price, which has gone up from Rs 50 to Rs 60 per square foot this year. The rate had remained unchanged since 2022, when it was increased from Rs 28 per square foot, the rate fixed in 2019.

The price hike is likely to affect small traders in particular. For instance, a trader booking a 10x10 square-foot plot will have to pay a minimum of Rs 6,000 at the revised base rate. The cost could rise further if the plot goes into competitive bidding.

According to reports, Bali Yatra will have more than 1,600 plots this year, of which around 300 have reportedly been put up for auction. Most of these are corner plots, attracting multiple bidders. However, the district administration has not yet disclosed the number of plots auctioned on the first day.

Traders have also complained about the decision to conduct auctions at multiple locations. Since the counters are operating simultaneously at different venues, those who have booked more than one plot are finding it difficult to participate in auctions scheduled at the same time. They fear losing out on plots because they cannot be physically present at all the counters.

The administration has introduced a new rule this year under which an auction will not proceed if even one of the registered bidders for a particular plot is absent. A two-hour waiting period has been provided, during which officials reportedly contact the absent bidders over the phone.

While the measure is intended to ensure transparency and participation, some traders present at the counters have objected to the delay, questioning the need to wait for two hours if a bidder fails to turn up.

Another concern relates to the administration's decision not to refund the base-price deposit if a registered bidder fails to participate in the auction.

Meanwhile, allegations have emerged that some anti-social elements are attempting to influence the auction process. Traders have claimed that groups of people, along with certain bidders, are present at the counters and allegedly trying to interfere with the proceedings.

The district administration is continuing its efforts to ensure a smooth and orderly plot booking and auction process for the annual festival.
