Bhubaneswar, Nov 30: The Odisha government has directed all its employees to submit updated annual property statements in order to be considered for promotion, officials said.

According to officials, the General Administration Department issued the directive on November 27.

An official explained that the Odisha Government Servants’ Conduct (Amendment) Rules, 2021 already make the timely submission of property statements a mandatory condition for promotion. However, since multiple departments had sought clarification on the matter, the government released a fresh circular to reiterate and clarify the requirement.

The new circular states firmly that any officer who does not file their annual property statement will be barred from promotion. The General Administration and Public Grievance (GA&PG) Department has instructed all departments to ensure strict compliance with this rule.

The decision is being viewed as a move to strengthen transparency and reduce corruption within the administrative system.

Under the 2021 amendment to the Conduct Rules, all government employees—from Group A to Group D—must submit detailed declarations of both movable and immovable assets, including their valuations as of January 1 each year. These disclosures are required to be filed online through the HRMS Portal by January 31 of the following year.
