New Delhi, April 30: As the countdown begins for the vote counting of the ongoing Assembly elections scheduled for May 4, the Election Commission of India (ECI) has introduced a new QR code-based Photo Identity Card system to prevent unauthorized access to counting centres. This initiative aims to ensure greater security and transparency during the process, according to an official announcement.

The QR code-based ID system will be deployed for the counting of votes in the Assembly elections of Assam, Kerala, Tamil Nadu, West Bengal, and Puducherry, as well as the bye-elections in seven constituencies across five states. Going forward, this system will be extended to all future general and bye-elections for both Lok Sabha and State Legislative Assemblies.

"This move is part of the Election Commission’s ongoing efforts to enhance security and transparency. Over the past year, the ECI has introduced over 30 measures, including standardized QR code-based photo IDs for booth-level officers," said Deputy Director P. Pawan in a statement.

A three-tier security protocol has been implemented at the counting centres to verify identities. At the first two stages, photo IDs issued by the Returning Officer will be manually checked. However, access to the counting halls will only be granted after successful verification through QR code scanning, which will take place at the innermost security point.

The new QR code-based IDs will be issued to individuals authorized by the ECI to enter the counting centres. This includes Returning Officers, Assistant Returning Officers, counting staff, technical personnel, candidates, election agents, and counting agents, among others.

District Election Officers and Returning Officers have been instructed to ensure that trained personnel are available at designated checkpoints to facilitate smooth and secure access control. All officials involved in the election process have been directed to strictly adhere to these measures to maintain transparency, security, and efficiency during the counting process.

To ensure media coverage, a media centre will be established near the counting halls at each centre. Entry for media personnel will continue to be regulated through authority letters issued by the ECI.

This new security initiative is expected to further streamline the election process, ensuring that the counting day is both secure and transparent for all stakeholders involved.​​​​​​​Bottom of Form
