Bhubaneswar, February 17: The Budget Session of the Odisha Legislative Assembly began on Monday with the Governor’s address to the House.

In his address, Governor Dr. Hari Babu Kambhampati highlighted the achievements of the Mohan Charan Majhi-led Bharatiya Janata Party Government in the State and outlined its future plans to make the State developed.

He informed that the State Government has set a target to increase the per capita income from Rs 1.8 lakh at present to Rs 32 lakh by 2047.

Governor Kambhampati said that the State Government will also make efforts to enhance the average lifespan to 80 years.

He also provided details regarding the Government’s achievements in the investment sectors in the State.

The Budget Session will be held in two phases from February 17 to April 8.

As per the notification issued by the Assembly Secretariat, the session will have 28 working days with a recess from February 25 to March 8.

Discussion on the motion of thanks on the Governor's address will be held on February 18 and 19, while Chief Minister Mohan Charan Majhi, who holds the Finance portfolio, will present the annual budget for 2026-27 on February 20.

General discussion on the budget will be held on February 23 and 24. Reports of various departmentally related standing committees will be tabled before the House on March 9.

The discussion on demands for grants will start on March 10 and continue till March 30. The Appropriation Bill will be tabled on March 31 and April 2, 6 and 8 have been earmarked for transaction of private members’ business.
