Bhubaneswar, Feb 17: The Odisha Legislative Assembly's Budget Session will commence today in Bhubaneswar, with heightened multi-layered security measures in place to ensure smooth proceedings.

The session, which will run in two phases from February 17 to April 8, will kick off with the Governor’s address and will feature the presentation of the state budget for 2026-27 by Chief Minister Mohan Charan Majhi on February 20.

To maintain security, the Commissionerate Police has established a robust three-tier security arrangement around the Assembly complex. A total of 35 platoons of police force have been deployed, including specialized units such as striking forces, Special Tactical Units (STU), bomb disposal squads, dog squads, and fire services. The operation is being supervised by Police Commissioner Suresh Dev Datta Singh, with DCP Jagamohan Meena and senior officers conducting on-site inspections as of February 16. The deployment includes 7 Additional DCPs, 24 ACPs, 27 Inspectors, and 110 Sub-Inspectors (SIs) and Assistant Sub-Inspectors (ASIs).

Plainclothes police personnel have been stationed at key locations, including Gandhi Marg and other strategic checkpoints. The area is under extensive CCTV surveillance, with temporary police control rooms set up to monitor activities in real time. In the event of an emergency, alarm systems and gate-closing mechanisms are ready to ensure a quick response.

These restrictions do not apply to emergency vehicles (such as police, fire, and ambulances) or authorized official vehicles heading to the Assembly, Secretariat, or other government offices.

With these comprehensive security measures and traffic adjustments in place, the authorities aim to ensure secure legislative proceedings while minimizing disruptions in the city.

Traffic restrictions in Bhubaneswar​​​​​​​

To ensure public safety and smooth traffic flow during the session (which will occur in two phases: February 17–24 and March 9–April 8), the Commissionerate Police has implemented traffic restrictions in line with the Odisha Urban Police Act, 2003, and related regulations.

Key diversions include:

  1. Vehicles traveling from Housing Board Square towards Rabindra Mandap must take the left route from Keshari Talkies Square.
  2. Traffic from AG Square towards PMG Square must divert via the right-side road near Indira Gandhi Park at Jaydev Bhawan.
  3. Vehicles coming from Master Canteen Square will take left or right routes from Lower PMG Square.
  4. Those heading from 120 Battalion Square to Rabindra Mandap must proceed via Power House Square.
  5. Traffic from Lok Seva Bhawan Square towards MLA Colony and Rabindra Mandap must be diverted through Shastri Nagar Square.
