Delhi, December 16: The Lok Sabha on Tuesday referred the Viksit Bharat Shiksha Adhishthan Bill, 2025 to the Joint Committee of Parliament (JPC) for detailed examination and broader consultations. The Bill is designed to strengthen higher education institutions.

The proposal was moved by Union Education Minister Dharmendra Pradhan, and it was approved by voice vote in the House.

The Bill aims to enable and empower the Universities and other higher educational institutions to achieve excellence in teaching, learning, research and innovation, through co-ordination and determination of standards in institutions for higher education or research and scientific and technical institutions, and for that purpose to constitute a Viksit Bharat Shiksha Adhishthan.

Introducing the Bill Union Minister Pradhan said, “The Viksit Bharat Shiksha Adhishthan Bill, 2025 will strengthen institutional autonomy, accreditation and quality, promote excellence in teaching, learning, research and innovation and create a future-ready higher educational framework.”

According to the Ministry of Education, the Viksit Bharat Shiksha Adhishthan Bill, 2025 marks a landmark reform aligned with the vision of Prime Minister Narendra Modi to modernise India’s higher education system.

“Rooted in the principles of NEP 2020, the reform strengthens institutional autonomy, accreditation and academic standards of HEIs, creating an enabling environment for excellence in education, research and innovation. Institutions will be encouraged to become autonomous by achieving highest level of quality through public disclosure,” the Ministry posted on ‘X’.

Under this framework, all higher education institutions currently under the the Ministry of Education, UGC, AICTE and NCTE will come under the Viksit Bharat Shiksha Adhishthan, ensuring consistency, quality and global competitiveness, it wrote.
