 Bhubaneswar, Dec 16: The Transport Commissioner-cum-Chairman of the State Transport Authority (STA) has issued a circular mandating the strict enforcement of provisions under the Motor Vehicles Act, 1988, and the Central Motor Vehicles Rules, 1989, regarding the suspension and cancellation of driving licenses, fitness certificates, and registration certificates.

The circular outlines detailed procedures for the cancellation of these documents. Authorities must maintain a record of the reasons for cancelling driving licenses and inform the license holders accordingly. The updated information will be reflected on the SARATHI and VAHAN portals.

According to the directive, a vehicle without a valid fitness certificate is not eligible for registration. Motor Vehicle Inspectors (MVIs) are required to cancel the fitness certificate immediately if a vehicle is found unfit or damaged, particularly after an accident. If a transport vehicle is discovered operating in an unfit condition, the MVI must cancel its fitness certificate immediately.

Additionally, the STA has directed the immediate cancellation of fitness certificates for vehicles involved in accidents if they are deemed unfit. The information will be updated in the relevant portal.

The circular also specifies that the registration certificate (RC) of a vehicle will be cancelled if it is completely damaged, unfit for use, or poses a risk to public safety.

The STA has provided guidelines for uniform inspection and cancellation procedures to ensure transparency in the enforcement of traffic regulations. Regional Transport Officers, Assistant Regional Transport Officers, and MVIs have been instructed to adhere strictly to these guidelines for consistent implementation across the state.
