New Delhi, September 17:The Supreme Court on Thursday directed the Manipur government to submit a comprehensive report on 25 unnatural deaths reported in relief camps during the aftermath of the 2023 ethnic violence, including a case involving an alleged sexual assault.

A bench comprising Chief Justice of India Surya Kant and Justices Joymalya Bagchi and V. Mohana sought details of all 25 cases, including post-mortem reports and other documents establishing the causes of death.

The direction came during the hearing of petitions related to the investigation and trial of cases of sexual violence arising from the 2023 Manipur ethnic violence.

During the proceedings, the bench referred to a report submitted by a committee headed by former Jammu and Kashmir High Court Chief Justice Gita Mittal. The report highlighted the deaths in relief camps and raised concerns over compensation provided to the families of the deceased.

The court questioned the State government over reports that post-mortem examinations had been conducted in only 20 of the 25 cases. It also sought an explanation for the reported payment of compensation ranging between Rs 20,000 and Rs 30,000 to the victims' families.

The report placed before the Supreme Court also referred to 640 deaths in relief camps across eight districts.

“Tell your Chief Secretary not to invite orders. Tell us what measures you have taken,” Chief Justice Surya Kant remarked while questioning the Manipur Advocate General about information sought by the committee on July 4.

The court directed the State to explain the remedial measures taken to safeguard the safety and dignity of internally displaced persons living in relief camps.

It also sought details of steps taken to ensure that displaced persons have access to adequate medical care and essential day-to-day necessities.
