Bhubaneswar, November 1: As part of the nationwide Digital Life Certificate (DLC) Campaign 4.0, launched by the Department of Pension & Pensioners’ Welfare (DoPPW) camps were being organised in Cuttack. The campaign aims to streamline the submission of Life Certificates by pensioners and family pensioners through digital modes, especially using Face Authentication technology.

Camps were being organised across multiple locations in Cuttack by State Bank of India (SBI) at venues such as Cuttack City, SCB Medical College Campus, Bidyadharpur, and Naya Bazar, among others. Similar camps are also being organized by IPPB at the GPO and other post offices, as well as by other banks in their local branches.

Sidheshwar Chakrabarti, Under Secretary, Department of Pension and Pensioners’ Welfare will visit the DLC Camps in Cuttack on November 3 to oversee the arrangements and interact with pensioners availing the DLC facility through Face Authentication and doorstep services. The officer will review coordination between Banks, India Post Payments Bank (DoP), UIDAI, NIC and local Pensioners’ Welfare Associations to ensure smooth functioning of the camps.

The Department of Pension & Pensioners’ Welfare (DoPPW) is conducting the Nationwide Digital Life Certificate (DLC) Campaign 4.0 during November 2025 to streamline the submission of Life Certificates by pensioners and family pensioners through digital modes, especially using Face Authentication technology. The campaign is a key initiative under the Government’s vision of Digital Empowerment of Pensioners, aligned with the Digital India and Ease of Living missions.

The DLC Campaign 4.0 aims to reach two crore pensioners across more than 2,000 cities and towns through a saturation-based outreach approach. It emphasises the use of Aadhaar-based Face Authentication technology, enabling pensioners to submit their Life Certificates conveniently without requiring biometric devices. Special focus is being given to super senior citizens and differently-abled pensioners through the India Post Payments Bank’s doorstep DLC service.

Previously, pensioners were required to visit Pension Disbursing Authorities, often challenging for elderly individuals.

Key partners in this initiative include Banks, India Post Payments Bank, Pensioners’ Associations, UIDAI, MeitY, Ministry of Defence, Ministry of Railways, and Department of Telecommunications (DoT), all working collaboratively to promote the digital inclusion of pensioners. The NIC DLC Portal enables real-time monitoring of DLC generation by various agencies.
