Bhubaneswar, Feb 20: Odisha Budget 2026-27 is as an empty kitchen full of menus, said Biju Janata Dal(BJD) President & LoP on Friday.
Opining on the Odisha Budget 2026-27, presented by CM Mohan Majhi today, the former Chief Minister said,“What can I say about this budget. It sounds to be like a full menu in an empty kitchen.”
“That’s what I feel about this budget”, Patnaik added.
Following a thorough insight on the budgetary provisions allocated in the state budget,Naveen in a post on X wrote,“Congratulations to the BJP Government of Odisha on presenting another budget.It is quite disappointing that the Double Engine Government is taking Odisha in reverse direction after promising moon for the people of Odisha. Welcome to the new era where every newborn child in Odisha will be welcomed with a per-capita loan burden of nearly 30,000 rupees.”
The post also read,”When BJD Govt assumed office, Odisha’s revenues were used to repay loans and service debts, leaving very little funds available for development projects or people’s welfare. With years of meticulous planning and fiscal prudence, we reduced the loan burden drastically. Financially we were the best managed state in country. But the BJP Govt is well on its course to make Odisha a bankrupt state soon. The total debt is soon going to touch 1,30,000 crore rupees. This will strain Odisha’s finances, derail state’s development momentum and welfare of the people.”
“People of Odisha hoped that the Double Engine will bring double benefit-Grant-In-Aid from Centre will double. But unfortunately, Central remittances to Odisha are shrinking year after year-especially during last two years. Glad that Hon’ble Chief Minister has given tribute to the farmers in this speech. But the budget has fallen short in addressing the real issues of farmers. All grand promises are without any focus on the development of the state”, the post added.
Chief Minister Mohan Charan Majhi today presented a ₹3.10 lakh crore Budget for 2026-27 in the Odisha Assembly, outlining an ambitious fiscal roadmap aimed at accelerating growth, strengthening infrastructure and ensuring balanced development across the state.
Proposing the Budget Estimates for 2026-27, the Chief Minister announced a significant push towards development expenditure.
The Programme Budget has been enhanced to ₹1,80,000 crore, accounting for nearly 58 per cent of the total outlay. This allocation reflects the government’s emphasis on welfare schemes, infrastructure creation and sectoral development initiatives.
A major highlight of the Budget is the capital outlay of ₹72,100 crore, which constitutes 6.5 per cent of the Gross State Domestic Product (GSDP) and 23.3 per cent of the total State Budget.
The Chief Minister noted that this is among the highest capital expenditure ratios among major states in the country, underscoring the government’s focus on asset creation and long-term economic growth.
The Administrative Expenditure for 2026-27 has been pegged at ₹1,14,000 crore. In view of Odisha’s vulnerability to natural calamities, the government has earmarked ₹5,375 crore towards Disaster Risk Management Funds, ensuring preparedness and resilience against potential disasters.
Transfers from the State exchequer will amount to ₹10,625 crore. Of this, ₹3,056 crore will be devolved based on the recommendations of the 16th Finance Commission, while approximately ₹7,450 crore will be transferred to rural and urban local bodies following the recommendations of the 6th State Finance Commission.
The Chief Minister emphasized that Odisha continues to maintain fiscal prudence.
The State is projected to generate a revenue surplus of around 3 per cent of GSDP, while keeping the fiscal deficit limited to 3.5 per cent of GSDP for 2025-26.
He stated that the Annual Budget for 2026-27 would remain compliant with the Fiscal Responsibility and Budget Management (FRBM) norms.
Describing the Budget as a testament to the government’s dedication to Odisha’s progress, the Chief Minister said the State is prepared to take a leading role in the national journey towards a “Viksit Bharat” during the ongoing Amrit Kaal.
He stressed that achieving the Odisha Vision 2036 and 2047 would require collective effort and public cooperation in implementing the six pillars of the government’s development strategy.
“With shared commitment and energy, we will build the future our State deserves,” he said, calling upon citizens to actively participate in shaping a prosperous and resilient Odisha.
