Cuttack, Nov 5: The Police Commissionerate has announced a traffic advisory in preparation for the annual Cuttack Bali Yatra Festival, which begins tomorrow, November 5, and will continue until November 12, 2025. Given the expected influx of visitors and vehicles to Cuttack city, authorities have imposed certain restrictions and made arrangements to ensure public safety and smooth traffic flow.

The Bali Yatra festival is set to take place along the banks of the Mahanadi River, attracting large crowds. To manage the anticipated surge in visitors and vehicular movement, the police have outlined the following traffic measures:

Key Traffic Restrictions:​​​​​​​

Timing: Restrictions will be in place daily from 2 PM until the crowd is dispersed each day, between November 5 and November 12.

Commercial and Heavy Vehicles: There will be restrictions on the movement of heavy and commercial vehicles within Cuttack city, especially during peak hours. However, emergency vehicles such as ambulances, fire trucks, police, and utility service vehicles will have unrestricted access. Traffic personnel will ensure priority for these vehicles at key junctions.

Vehicle Parking Arrangements:

Light Vehicles (Bhubaneswar Route): Vehicles coming from Bhubaneswar via Nandankanna, Baranga, and Trisulia should proceed to Netaji Setu, then take a left at Bellview Chhak (near Judicial Academy), continue towards Biju Pattnaik Park via CDA-11, and park at Bhuasuni Ground or Krushak Bazaar Ground. Shuttle buses will be available to transport visitors to the Bali Yatra Ground.

Light Vehicles (Athagarh/Banki Route): Vehicles coming from Athagarh or Banki via Naraj Bridge and Madhusudan Bridge should park at Bhuasuni Ground, Gorakabar Ground, or Christian Ground. Shuttle buses will be provided to reach the Bali Yatra Ground.

Two-Wheelers (Satichaura Route): Two-wheelers coming from Satichaura Chhak via Shelter Chhak and Kanika Chhak towards the Bali Yatra Ground can park at Dayaashrama Parking Ground or Upper Bali Yatra Ground (Zone-1 & II).

Three-Wheelers and Four-Wheelers (Chahata Square): Vehicles arriving from Chahata Square should park at designated locations such as Bhuasuni Ground, Gorakabar Ground, or Christian Ground. These vehicles will not be allowed near the Bali Yatra Ground via Deer Park.

Other Key Restrictions: Vehicles from Deer Park Square and Madhukunj Park Square will not be allowed towards the Bali Yatra Ground. Instead, they must park at Christian Ground, Dayashram Front Ground (for two-wheelers), or Upper Bali Yatra Ground Zone-1 & Zone-2 (for two-wheelers). Additionally, vehicles from Chandi Chhak via Cambridge School and from Samaj Office Chhak will need to park in designated lots such as Christian Padia or Gorakabar Parking Ground.

Reserve Police Line Route: No three-wheelers or four-wheelers will be allowed towards the Bali Yatra from the Reserve Police Line. Only two-wheelers may use this route and must park at Upper Bali Yatra Zone-1 & Zone-2.

No Entry via Kill Khana: Vehicles will not be permitted towards the Bali Yatra Ground from Kill Khana near the Lions Eye Hospital Chhak.

Matamatha and Jobra Chhak: Vehicles traveling from Jobra or Matamatha Chhak can proceed only up to the blocking point near the Chief Justice Residence. They must park at designated parking areas within the Bali Yatra Ground.

Shuttle Bus Service: To ease the transportation of visitors to the festival grounds, a shuttle bus service will be provided from Bhuasuni Parking to Cantonment Police Station.

Parking locations:

The following parking areas have been designated for visitors:

Krushak Bazaar Ground, Bidanasi

Bhuasuni Ground

Gorakabar Ground (for both two-wheelers and four-wheelers)

Christian Ground near Anand Bhawan (for both two-wheelers and four-wheelers)

In front of Chief Justice Residence – Silver City Boating Club Parking 1, 2, 3 & 4

Matamatha Parking Ground

Hadia Patha Parking

Upper Bali Yatra Ground – Zone-1 & Zone-2 (for two-wheelers only)

The police department urges all visitors to comply with these guidelines to ensure safety and avoid traffic disruptions during the festival.
