New Delhi, Jan 28: President Droupadi Murmu addressed a joint session of the Indian Parliament on the first day of the Budget Session for 2026-27, sharing the Union government's vision for a socially just, inclusive, and developed India.
The President delivered her address in the Lok Sabha Chamber, where both Houses of Parliament the 18th Lok Sabha and the Rajya Sabha convened on the opening day of the Seventh Session of the current Lok Sabha and the 270th Session of the Rajya Sabha.
A Year of National Celebrations
Reflecting on the previous year, President Murmu expressed her delight in addressing the Parliament, highlighting significant national milestones that celebrated India’s rich heritage and rapid progress. She spoke of the year’s key commemorations, including the 150th anniversary of "Vande Mataram" and the 350th Shaheedi Diwas of Sri Guru Tegh Bahadur Ji, which filled the country with pride and respect. She also mentioned the 150th birth anniversary of Birsa Munda, where tributes were paid to the iconic tribal leader and his contribution to the community. Additionally, the nation observed the 150th birth anniversary of Sardar Vallabhbhai Patel, which strengthened the spirit of “Ek Bharat Shreshth Bharat” (One India, Great India).
“Celebrating the birth anniversaries of our great leaders, like Bhupen Hazarika, inspires the new generation to carry forward their legacy, accelerating our journey towards a developed Bharat,” she said.
President Murmu emphasized the Union government’s commitment to social justice and the empowerment of every citizen, irrespective of their background. Citing Babasaheb Ambedkar's emphasis on equality, she reiterated that the government's focus is on ensuring that every citizen receives their rightful due without discrimination.
"The government is dedicated to ensuring that everyone, including Dalits, backward classes, and the tribal community, receives their full rights," said President Murmu. She proudly pointed out that nearly 25 crore people have come out of poverty in the past decade, a result of the government's accelerated efforts in its third term.
Further reinforcing the government’s commitment, President Murmu noted that social security schemes now cover approximately 95 crore Indians, compared to just 25 crore citizens in 2014, signaling significant progress in providing social security to the masses.
One of the key highlights of her speech was the introduction of the VB-G RAM G Law, a new legislation that replaces the earlier MNREGA (Mahatma Gandhi National Rural Employment Guarantee Act). The President stated that this new law would provide 125 days of guaranteed employment in rural areas, a significant step towards ensuring rural development and employment.
"For employment and development in rural areas, the Viksit Bharat-G RAM G law has been formed," President Murmu stated, as the Treasury benches thumped the tables in appreciation. However, this announcement was met with protests from opposition MPs, who stood and demanded the withdrawal of the law, citing concerns over its implementation.
Looking ahead, President Murmu highlighted that 2026 marks the beginning of the second stage of India’s journey into the 21st century. She stated that the achievements of the last 25 years have laid a strong foundation across sectors, and 2026 represents a crucial point in the country’s ongoing journey towards becoming a Viksit Bharat (Developed India).
Earlier in the day, President Murmu was accorded a Guard of Honour upon her arrival at the Parliament House. Key leaders including Prime Minister Narendra Modi, Vice President CP Radhakrishnan, Leader of Opposition Rahul Gandhi, and Congress President Mallikarjun Kharge were present during the address.
The Budget Session will span a total of 30 sittings over 65 days, concluding on April 2, 2026. There will be a recess from February 13 to March 9, during which the Standing Committees will scrutinize the Demands for Grants.
With a focus on development, social justice, and empowerment, President Murmu’s address set the tone for the Budget Session, signaling the government’s continued efforts to build a more inclusive and prosperous future for all Indians.
