Part Plots’ sale & purchase eased: Odisha govt. issues fresh, comprehensive SOP

Bhubaneswar, Oct 14:In order to fecilitate sale & purchase of Part Plots, the Odisha government on Monday issued fresh and comprehensive Standard Operating Procedure (SOP) for the revenue officials.

The Revenue and Disaster Management Department, with approval of its Minister Suresh Pujari introduced it today that will ease transfer of land properties divided into part plots.   

According to the fresh SOP that superseds all previous directives on selling, purchasing or transferring ROR of parts plots, “As per Sections 21 and 22 of the Registration Act, 1908, read with Rule 147 of the Odisha Registration Rules, 1988, Registering Officers shall accept any non-testamentary deed relating to immovable property that provides a sufficient description of the property, enabling its identification through a map and the four boundaries of the sub-divided plot.

“Under Section 22-A(1)(c) of the Registration (Odisha Amendment) Act, 2013, Registering Officers shall refuse registration of any instrument relating to transfer of immovable property where such transfer where such transfer or alienation is prohibited under any State or Central Act”, the SOP clarified.

In rural areas, registration of part plots is permitted without any pre-conditions. However, Jalasaya Kissam plots, will be transferred as full plots, with sub-divisions not exceeding 500 square meters.

For agricultural land, sub-division is permitted, supported by a self-declaration in ‘Form D’ revealing the plot in never used for other purposes.

Similarly for Urban and Town Planning Areas, Governed by the Odisha Development Authorities and Town Planning Acts, exemptions for family sub-divisions, small sub-divisions (under 500 square meters with no real estate use), and co-sharer divisions (with consent and proportionate shares) are allowed.

Sub-division of plots under 500 square meters, recorded before the 2025 ODA & OTP & IT Second Amendment Rules, is allowed without prejudice to other laws, the fresh SOP mentioned.
