Bhubaneswar, August 5: The Odisha Government has launched a major drive to weed out inefficient and unfit government employees across all ranks. In a clear message from the Mohan Majhi-led administration, Chief Secretary Manoj Ahuja has issued a directive to all departments, calling for the identification and review of underperforming personnel.
Departments have been asked to submit detailed reports in a prescribed format by August 7. The reports must include data on employees facing disciplinary action, attendance records, frequency of field visits, and progress in skill development, including participation in free AI training classes. Departments must also list the number of non-performers already facing compulsory retirement and vacancies in their respective cadres.
“Incompetent officers will not be allowed to continue in service. Compulsory retirement will be enforced wherever necessary,” the directive states, citing a General Administration Department circular from September 24, 2019.
Law Minister Prithviraj Harichandan echoed the government's tough stand, saying, “Those who cannot keep pace with the government’s working style and intent will become irrelevant. Action will be taken accordingly.”
The move follows a high-level Secretary meeting on July 15, where the issue of administrative inefficiency was strongly raised. Chief Secretary Ahuja reportedly adopted a no-tolerance approach and instructed departments to upload details of employees with pending disciplinary cases on the HRMS portal for periodic review.
Chief Minister Mohan Majhi had earlier set the tone during the District Collectors’ Conference on September 27 last year. “The era of negligence is over,” the CM had declared, urging inefficient officers to change their mindset or face consequences.
