Bhubaneswar, June 8: The Odisha Cabinet on Monday approved a substantial reduction in stamp duty and registration fees for Economically Weaker Section (EWS) beneficiaries purchasing homes under the Pradhan Mantri Awas Yojana-Urban 2.0 (PMAY-U 2.0) and other state-sponsored housing schemes.
The move is aimed at easing the financial burden on low-income families and is in line with the urban reforms mandated by the Ministry of Housing and Urban Affairs (MoHUA) for the effective implementation of PMAY-U 2.0, which was launched on September 17, 2024.
Under the revised policy, EWS dwelling units with a carpet area of up to 60 square metres will attract a stamp duty and registration fee of only 0.6 per cent to 0.7 per cent, depending on the ownership category and gender of the beneficiary. Currently, these charges range from 6 per cent to 7 per cent across the state.
Officials said the reduced rates would lower transaction costs to nearly one-tenth of the existing burden, making home ownership more accessible for economically disadvantaged urban households.
The concession will be applicable to all housing units registered under PMAY-U 2.0, as well as affordable housing projects developed for EWS beneficiaries under various state government schemes in urban areas.
The Odisha Urban Housing Mission (OUHM), designated as the State-Level Nodal Agency for the programme, has already signed a Memorandum of Agreement with the Ministry of Housing and Urban Affairs to facilitate implementation of the scheme.
The state government expects the reform to encourage greater participation in affordable housing initiatives, accelerate housing construction and allotment, and help more urban poor families achieve home ownership.
