Bhubaneswar, Aug 13: In a major step towards modernising the agricultural marketing infrastructure, the Odisha Cabinet on Wednesday approved a new State Plan Scheme to establish “Model Mandis” across the state.
The initiative is aimed at enhancing market access for farmers, minimising post-harvest losses, and ensuring fair pricing for agricultural produce.
In the first phase, 38 Model Mandis will be set up—one in each district. These include 14 large mandis, 17 medium-sized mandis and 7 small mandis.
The locations have been finalised following comprehensive field assessments. A second phase will follow, during which 62 existing mandis will be upgraded to Model Mandi standards.
Each Model Mandi will centralise essential agricultural marketing services and incorporate modern infrastructure and digital systems. Planned features include:
Modern storage and raised drying platforms
Covered sheds and cooling chambers
Quality testing kiosks
Farmers’ rest sheds and clean toilets (including separate facilities for women)
Eateries and vending zones
Banking services (branches and ATMs)
Parking areas and electronic weighbridges
Retail outlets and waste management systems
The Odisha Bridge & Construction Corporation Ltd. (OBCC) will be responsible for construction, while the Odisha State Agricultural Marketing Board (OSAM Board) will oversee implementation through a dedicated Project Monitoring Cell.
The total estimated cost for Phase I is ₹300 crore, with funding split equally-₹150 crore from Regulated Market Committees (under OSAM Board) and ₹150 crore from the State Plan Scheme.
The state government has already earmarked ₹50 crore for the project in the current financial year. Construction is scheduled to take place during 2025–26 and 2026–27.
