Bhubaneswar, February 18: An all-secretary meeting was held today at Kharnavel Bhavan, chaired by Odisha's Chief Secretary, Anu Garg. The primary focus of the meeting was the effective implementation of the two-year action plan aimed at achieving the targets outlined inOdisha Vision 2036 and 2047.

Key discussions revolved around evaluating the action plan's effectiveness and its key performance indicators (KPIs). Chief Secretary Garg emphasized simplifying the KPIs for better progress and alignment with the state's long-term development goals.

The Chief Secretary underscored the importance of adhering to the Vision Document’s goals, which are part of a broader 15-point action agenda set by the Chief Minister. She directed all departments to prioritize these objectives, stressing that they should be given substantial attention for the sustained development of Odisha. Regular reviews of progress were also deemed essential to ensure timely and efficient implementation.

On the matter of addressing staffing shortages, Chief Secretary Garg urged prompt action to fill vacant positions across various departments. The Chief Minister had previously highlighted the urgency of filling these vacancies, with a target of making 65,000 appointments by June 2026. As of now, 39,500 appointments have been made through direct recruitment and job fairs since the formation of the new government.

The meeting also reviewed the proposals for filling vacancies in different sectors. With 34,641 recruitments scheduled to be completed in the next three months, the Chief Secretary instructed the Odisha Public Service Commission (OPSC), Odisha Staff Selection Commission (OSSC), and Odisha Lower Staff Selection Commission (OLSSC) to fast-track the recruitment process.

Furthermore, the Chief Secretary stressed the importance of resolving ongoing recruitment issues and ensuring that the recruitment process continues to improve. She called for regular updates from all departments to the General Administration and Public Grievances Department.

A final point of discussion was the 2025-26 budget. The Chief Secretary urged departments to ensure budgetary expenses are completed by March and that they meet their revenue collection targets.
