Bhubaneswar, June 20: In a major initiative to ensure the benefits of government welfare schemes reach every eligible beneficiary, the Odisha government will launch statewide ‘Janakalyan Camps’ in all Gram Panchayats from June 20. The Panchayati Raj and Drinking Water Department has issued detailed guidelines to district collectors for the smooth implementation of the programme.
The Janakalyan Camps are part of a large-scale public outreach and citizen engagement campaign aimed at strengthening direct communication between the government and the people. The initiative seeks to facilitate beneficiary identification, registration, grievance redressal, awareness generation and distribution of welfare benefits under one platform.
According to the guidelines, the camps will generally be conducted over three days in each Gram Panchayat.
On the first day, beneficiary assistance camps will be organised to facilitate registration, document verification, data correction, e-KYC and enrolment under various government schemes. Separate grievance collection boxes will also be placed at the camps to receive complaints and suggestions from the public.
The second day will focus on the distribution of benefits under several Central and State welfare schemes, including Ayushman Bharat-PM Jan Arogya Yojana, Ayushman Vaya Vandana Yojana, Gopabandhu Jan Arogya Yojana, Madhu Babu Pension Yojana, Madho Singh Hath Kharcha Yojana, Subhadra Yojana, PM SVANidhi, Lakhpati Didi, PM Surya Ghar Muft Bijli Yojana, CM Annapurna Yojana, CM-KISAN, labour cards, land titles under the Vasundhara Scheme and benefits under the Forest Rights Act.
The third day will witness the organisation of ‘Subhadra Shakti Samavesh’, bringing together Self-Help Group members, Anganwadi workers, ASHA workers and women beneficiaries. Discussions will centre on women’s empowerment, livelihood opportunities, child development and the impact of government welfare programmes. Cleanliness drives will also be conducted at the Gram Panchayat level with active community participation.
The government has further directed district administrations to organise large-scale programmes on June 21 to mark International Yoga Day. Public representatives, youth, students and local residents will be encouraged to participate in yoga sessions at block and panchayat levels.
District Collectors have been assigned overall responsibility for the successful conduct of the programme. At the block level, BDOs will supervise implementation, while GPEOs, Extension Officers and GRS personnel will function as nodal officers at the Gram Panchayat level.
Officials said extensive awareness campaigns, including door-to-door outreach, public announcements and beneficiary identification drives, will be undertaken before the camps begin. The initiative is expected to strengthen the ‘Government at Your Doorstep’ model and ensure the effective delivery of welfare benefits across rural Odisha.
