Odisha Govt Issues Monsoon-2026 Preparedness Guidelines to Tackle Urban Flooding

Bhubaneswar, May 5: In a proactive move to safeguard urban areas, the Housing & Urban Development Department of the Government of Odisha has issued a detailed Standard Operating Procedure (SOP) to all Urban Local Bodies (ULBs) to ensure full preparedness for Monsoon-2026.

The SOP, issued under the guidance of Dr. Krushna Chandra Mahapatra, Hon’ble Minister of Housing & Urban Development, directs officials to implement the guidelines strictly. The government has emphasized accountability and prompt action, warning that any lapses in execution will be viewed seriously, highlighting its firm commitment to urban resilience and disaster preparedness.

As part of the preparedness measures, ULBs are required to conduct a 100% verification of all drainage systems, including manholes, to safeguard public safety. Damaged manholes must be repaired immediately or securely covered, while temporary safety measures such as warning signs and protective nets should be installed where repairs are pending. Regular desilting of drains and strict removal of encroachments obstructing natural water flow have also been mandated to prevent flooding during heavy rainfall.

To address recurring waterlogging in cities, the department has identified vulnerable and low-lying areas for targeted interventions. Adequate deployment of pump sets and DG sets will be ensured in these zones to facilitate quick de-watering. Urban areas will be divided into operational zones, each supervised by designated officers responsible for prompt emergency response and effective coordination during monsoon situations.

Disaster response capacity will be further strengthened by preparing Multi-purpose Cyclone Shelters (MCS) and public institutions like schools and colleges to function as temporary relief centres. These shelters will be equipped with essential facilities, including safe drinking water, sanitation, and uninterrupted electricity. Special attention will be given to vulnerable groups, with lady home guards and sufficient security personnel deployed for the safety of women, children, and the elderly.

Public health is a key focus of the monsoon preparedness plan, especially to prevent vector-borne diseases such as Dengue and Malaria. ULBs have been instructed to intensify fogging operations, apply larvicides regularly, eliminate water stagnation, and prevent debris dumping in drains. These measures aim to significantly reduce the risk of disease outbreaks during the rainy season.

For seamless coordination and real-time response, every ULB will establish a dedicated 24/7 Control Room to handle issues related to drinking water, drainage blockages, and road obstructions. The government has also directed that any damage to urban roads during the monsoon must be restored within 72 hours to ensure minimal disruption to daily life and essential services.

The Odisha government has called upon citizens to actively collaborate with local ward committees and elected representatives by maintaining cleanliness, preventing drain blockages, and supporting community-level preparedness initiatives. Through this comprehensive and coordinated approach, the state aims to create a safe, resilient, and flood-ready urban environment during Monsoon-2026.
