Chandigarh, June 25: In a major initiative to reduce vehicular pollution and promote sustainable transportation, the Haryana Government has introduced substantial Motor Vehicle (MV) tax exemptions for environment-friendly trucks and buses operating in the state's National Capital Region (NCR) districts.
As per a notification issued by the Transport Department on June 24, buyers of new BS-VI-compliant commercial vehicles—including electric vehicles (EVs), CNG-powered vehicles, and other vehicles meeting stricter emission standards—will receive a 100 per cent exemption from MV tax. Additionally, a 50 per cent MV tax concession will be available on the purchase of pre-owned vehicles that comply with the same environmental norms.
The tax benefits will remain in effect for 10 years from the vehicle's first registration, offering long-term financial incentives to transport operators upgrading to cleaner fleets.
To qualify for the scheme, applicants must own a transport truck or bus registered in Haryana's NCR districts. The vehicle being replaced must be a BS-IV or older model.
The policy also lays down guidelines for the disposal of older vehicles. Trucks and buses classified as BS-III or older must be scrapped at a Registered Vehicle Scrapping Facility (RVSF) within Haryana. Owners of BS-IV vehicles may either scrap them at an RVSF or sell them outside the NCR in areas that are not covered under the National Clean Air Programme (NCAP).
Furthermore, replacement vehicles—whether new or used—must be purchased and registered within Haryana's NCR districts and must comply with BS-VI, electric, CNG, or higher emission standards prescribed by the government.
In another relief measure, the government has decided to waive outstanding MV tax dues pending for more than one year on BS-IV and older commercial trucks and buses registered in the state's NCR districts.
The move is expected to accelerate the replacement of ageing, high-polluting commercial vehicles with cleaner alternatives. Officials believe the initiative will help improve air quality across the NCR while supporting Haryana's broader environmental and sustainability goals.
