New Delhi, Feb 3: Both Houses of Parliament are set to continue their discussions on the motion of 'Thanks to the President's address' during the ongoing Budget Session on Tuesday. The motion was introduced in the Lok Sabha by Sarbananda Sonowal and seconded by Tejasvi Surya. However, Monday’s session saw a heated exchange between the ruling NDA and the opposition INDIA bloc MPs, particularly during the address by Leader of the Opposition Rahul Gandhi.

During his speech, Gandhi referred to an unpublished memoir by former Army Chief General MM Naravane, which highlighted border tensions between India and China. This triggered strong objections from BJP members, who accused Gandhi of violating the rules of the House by citing unverified sources and controversial content. The issue led to interruptions, and the House was later adjourned following a prolonged stalemate over the matter.

In the Rajya Sabha, BJP MP Sadananad Master moved the motion of thanks and delivered an emotional speech, placing his artificial limbs on the bench in a poignant moment. His address was deeply personal and centered around the theme of resilience.

The motion of thanks is in response to President Droupadi Murmu’s address to the joint sitting of both Houses on January 28, which marked the beginning of the Budget Session.

In the Lok Sabha, Tuesday’s proceedings will begin with a tribute to Congress leader Surupsingh Hirya Naik, who passed away in December 2025. Union Parliamentary Affairs Minister Kiren Rijiju, along with MP Kodikunnil Suresh, will move a motion on the Fourteenth Report of the Business Advisory Committee, which was presented to the House on February 2. MPs are also expected to move motions for the election of members to key parliamentary committees, including the Committee on Estimates, the Committee on Public Accounts, the Committee on Public Undertakings, and the Committee on the Welfare of Scheduled Castes and Scheduled Tribes.

Monday’s session in the Lower House was marked by repeated disruptions and was adjourned multiple times. The primary cause of the interruptions was Rahul Gandhi’s insistence on discussing the matter of the 2020 border standoff with China, which he connected to the unpublished memoir of General Naravane. Speaker Om Birla intervened and ruled that Gandhi should refrain from referencing the unpublished book and article, reminding the House that discussions must adhere to established rules. When the House reconvened at 3 pm, Speaker Birla urged Gandhi to continue his speech without referring to the controversial matter.
