Bhubaneswar, Feb 20: Odisha Chief Minister Mohan Charan Majhi on Friday unveiled an ambitious roadmap to transform the State into a network of high-growth economic clusters, backed by mega infrastructure projects and new institutional landmarks, while presenting the 2026-27 Budget in the Odisha Assembly.

Expanding economic clusters beyond BCPPER

The Chief Minister announced that the recently announced Bhubaneswar-Cuttack-Puri-Paradip Economic Region (BCPPER) will serve as a model for regional development across the State. Building on this framework, the government will activate three additional economic agglomerations in a phased manner:

  • Bargarh–Jharsuguda–Sambalpur (BJS)
  • Berhampur–Chhattrapur–Gopalpur (BCG)
  • Jeypore–Koraput–Sunabeda (JKS)

These clusters are aimed at fostering balanced regional growth, improving industrial ecosystems and enhancing connectivity between key urban and semi-urban centres.

Mega road projects to power connectivity

Emphasising world-class infrastructure for future generations, the Chief Minister proposed a series of major road projects designed to strengthen north-south and east-west connectivity across Odisha.

The 287-km Brahmapur–Jeypore Road will be developed at an estimated cost of ₹9,000 crore. The project will connect Jeypore in Koraput district with the coastal city of Brahmapur, improving access to southern Odisha and boosting trade and mobility.

The proposed NaMo Expressway will link Paralakhemundi in Gajapati district to Ambahona in Bargarh district as part of the East-West Corridor, enhancing cross-state connectivity and facilitating economic integration.

In addition, the 969-km Atal Express Way will connect Motu in Malkangiri district to Tiringi in Mayurbhanj district under the North-South Corridor, creating a major transport spine across Odisha and strengthening connectivity in tribal and remote regions.

New landmarks in the capital

Under the Viksit Odisha Vision, which aims to transform the State into a $500 billion economy by 2036, the Chief Minister also proposed the construction of key government and public infrastructure in Bhubaneswar.

The proposed projects include:

  • Jana Ashraya Bhavan, a guest house to accommodate people from various districts visiting the State Capital for official and personal work.
  • A new State Legislative Assembly building.
  • A new State Secretariat.
  • A world-class museum.
  • Odisha Mandap Convention Centre.

These projects are envisioned to meet the administrative, cultural and civic needs of a rapidly growing State and to create modern institutional infrastructure for the coming decades.
