Mandatory caller identification from 1st November
Starting November 1, 2026, mobile users across India will see the verified names of incoming callers by default. New directives from the Department of Telecommunications require all telecom operators to implement Calling Name Presentation. This system replaces anonymous numbers with registered identities, effectively eliminating unverified callers. Over the past few years, rising instances of digital fraud and spam have forced regulators to prioritize subscriber safety and network transparency nationwide.
Incoming calls will trigger a dual-display interface on mobile screens. Number details will occupy the first line, while the second line will show the name saved in the recipient's phonebook. If the contact remains unsaved, the screen will retrieve and display the identity registered with the caller's home network. International calls will carry a specific text label indicating their origin outside domestic borders.
Database management and privacy safeguards
Service providers are tasked with building secure registries that map subscriber names to active phone numbers. Receiving networks will query these databases in real-time to fetch caller information. Operators must adopt secure architectural frameworks ensuring query data disappears immediately after the conversation ends, protecting user privacy. Furthermore, subscribers utilising restricted calling line identification facilities will not have their names broadcasted to call receivers.
Commercial enterprises can choose to display their registered trademarks or GST-verified trade names instead of individual subscriber names. Telecom operators bear the direct responsibility of verifying these corporate documents before updating any public-facing profiles. Currently, the mandate covers 4G and 5G mobile networks, following successful technical trials conducted in recent months. Legacy 2G, 3G, and fixed-line networks will undergo separate evaluation for future implementation. The final enforcement order aligns with initial recommendations made by the Telecom Regulatory Authority of India in February 2024 and formally agreed upon in October 2025.
