Supreme Court orders mandatory insurance for offline train tickets
Starting October 27, all railway passengers purchasing tickets directly from physical station counters will receive mandatory insurance coverage. This strict directive comes from the Supreme Court, which firmly holds the Railway Board directly accountable for executing this long-awaited protective measure. Previously, only digital online ticket bookings offered this vital financial safeguard, leaving millions of economically disadvantaged travelers completely vulnerable during unexpected transit emergencies.
Expanding passenger safety infrastructure
Safety upgrades across Indian Railways remain under intense judicial scrutiny following the devastating multi-train collision in Odisha back in June 2023. This tragic historical event highlighted major systemic vulnerabilities within the network. Justices Ahsanuddin Amanullah and R Mahadevan expressed severe disappointment regarding exceptionally slow progress on essential railway infrastructure. Vital public upgrades like expanding the Kavach collision avoidance system, installing proper track fencing, and building safe foot overbridges remain largely unimplemented despite available government budgetary allocations. Judicial patience has steadily worn thin over repeated implementation delays and unused passenger safety funds. Senior transport officials previously assured the court that exact modalities for offline ticket insurance were already being finalized, yet tangible results on the ground remained entirely absent. Recognizing this continued stagnation, the legal bench issued a hard two-week deadline to ensure absolute equal insurance rights for all counter ticket buyers across the country.
Holding transportation Authorities accountable
Government legal representatives requested one final opportunity to present an updated, detailed affidavit outlining actual ground-level progress, particularly concerning essential track fencing projects. While the top court accepted this request and temporarily paused an initial order summoning the Chairman and members of the Railway Board to appear personally, it clearly warned that any unfulfilled official assurances will face very serious consequences. Further judicial reviews on these critical infrastructure and daily passenger safety updates are scheduled to take place on November 16.
