13 years on: Mere clerical error on land record yet to be corrected despite RDC Order & death of mother beneficiary, ACS Revenue Dept. takes serious note

An epoch of almost 13 years passed after the submission of an application with the Tehsildar Athmallik, however a mere clerical error, mentioned on a land record owned by an elderly mother remained uncorrected even after her demise. This is the epis​​​​​​​ode of the sorrow & suffering of a distressed mother identified as, Atulya Mishra, a resident of Athmallik Town in Angul district who had applied for correction of her ROR in the Athmallik Tehsil in 2012.

Bhubaneswar, July 11: An epoch of almost 13 years passed after the submission of an application with the Tehsildar Athmallik, however a mere clerical error, mentioned on a land record owned by an elderly mother remained uncorrected even after her demise.

This is the episode of the sorrow & suffering of a distressed mother identified as, Atulya Mishra, a resident of Athmallik Town in Angul district who had applied for correction of her ROR in the Athmallik Tehsil in 2012.

Thanks to the Welfare State for its Good Governance & meticulous system to delivering public services and prompt justice to its common citizens in the so called People’s Government, the minor problem involving merely a change of a digit on the Area(Rakaba) coloumn on the ROR could not be erased even after the death of the elderly applicant.

With the judicious redressal of the revenue case yet in limbo, the sole applicant’s son identified as Prof. Kapileswar Mishra who is an academician has turned more restless moving from pillar to post as the silly typographical error still exists on his record of right(ROR) that’s need to be erased for a hassle free possession of the entire plot.

As the problem further prolonged with no solution despite the RDC order passed on November 2023, he moved the Assistant Chief Secretary, Revenue & Disaster Management Department with a ray of hope, who took a serious note on the matter directing the concerned officials to redress the grievance.

According to the legal heir Prof. Mishra, his family had purchased a 7-dismil of land from a landlord and duly executed the sale deed. Following this, his mother applied for mutation and ROR of the plot in the Athmallik Tehsil. However, the office inadvertently provided an ROR wherein the total area of the purchased land was mentioned to be 2-dismils instead of 7, that led the land owner file a complaint for correction of records.

As the appeal got irresponsive for more than 10 years, the sole applicant Atulya Mishra, lodged her grievance with the RDC Sambalpur for justice.

Acting on it, the RDC Sambalpur had issued direction to the Tehsil Office in 2023 to correct the record in line with the sale deed. However, due to systemic failure or deliberate delinquencies of the subordinate officials,the RDC order was not executed in time. As a result, the silly problem is now hung in balance and lies in the state Revenue Headquarters’ court for ultimate hearing.
